You are exactly right. As long as each report is counted only once and the delays are consistent, the result stays consistent. As you suggested, when a hospital or county or X gets overloaded, causing a longer than normal delay, it might end up missing a day and reporting two days results the next day. This shows up often in the daily counts. No short-term solution other than looking at last several days to see the trend.
