As a teacher myself I cannot fathom how something as simple as a head count/register wasn’t properly completed or carried out after the swim; basic maths – 32 learners get in, therefore 32 should get out (for example). I really hope there are harsh consequences for all those involved. Including the camp which clearly is improperly equipped to even be hosting rafting/aquatic activities of any sorts without sufficient life jackets.
