Even if Steve could prevent the flub up with Loki it still wouldn’t matter. As per their Loki made me do it shirt of time travel. What has happened can’t be undone and affect the future. This means once it happened it happened. (It’s why they can’t just go back and kill a younger Thanos to prevent the snap) If Steve prevented it would simply create a spin-off timeline in which that played out. However, it wouldn’t mean that the first spin-off timeline where Loki escapes was stopped, it still happened. It’s just two spin-off timelines were created.
