By contrast, the Ghost of Kiev appears to be an outright fabrication, but it’s also unclear whether this was a case of deliberate fake propaganda put out by Ukrainian authorities, or just a popular urban legend that Ukrainian people or others sympathetic to Ukraine just came up with.
