I feel it is pressure from government & the states he’s working with. He is going pretty slow, & a much safer approach as compared to states wanting to open up fast regardless of outcome. Florida, and others haven’t followed any of the cdc guidelines. I think it simply boils down to this: Governor Beshear cares about Kentuckians & doesn’t want us to be sick or to die.
